Yes, honestly, it's one of those things where you wonder where your "this must be a joke key?" on your keyboard is, but I swear it's true. The Government has issued a consultation document called "Effective Consultation" with the express purpose of seeking to answer how the Government should do consultation in the future.
What makes it funnier is that Jonathan Shepard from Tory Radio is having deja vu and is pretty sure he's actually been involved in consultation about consultation before. In fact, I'm pretty sure that I've heard of other incidents of this sort of idiocy happening over the past few years.
When you think about it, what it proves is that the Civil Service and the Government have sod all sense of humour. If they had just an ounce of it someone would've have said "errr they're all going to take the piss out of us for that" and it would've been canned.

Oh, don't be so sure. I think you may find that it's not unknown for civil servants to think "Ministers are going to have the piss taken out of them mercilessly over that...", then sit back and watch the fun. Depends on the Minister of course.
Remember a few years back that two departments independently of each other both set up review panels on how to avoid departmental duplication of tasks...
