Apparently, access to the flagpole is only achievable by ladder, and then a trip of across a mini-assault course including climbing over a ventilation duct.
It now appears that the tale of the flagless flagpole just won't go away, and a motion has been tabled calling on the House of Commons Commission to fix the problem. THe motion says,
That this House calls upon the House of Commons Commission urgently to resolve the health and safety issues that are currently prohibiting the flying of flags and in particular the raising of the Union Flag from the flagpole on Portcullis House.I don't know why, but I have a feeling that there won't be a flag on that pole anytime soon. The health and safety fascists won't let it happen.

Hiring a cherry picker or even a big Simon Snorkel tender would be cheaper than putting in an EDM.
Nah, that's far too dangerous
The serious issue here is that the HSE is totally out of control and needs to have its wings clipped. But nobody will do anything about it.
JJ: Putting in an EDM isn't dangerous enough it seems. They're all at it. Health and Safety at work - particularly for builders and other workers at height - is very poor. Cherry pickers are probably safer than the reported obstacle course. One visit could probably allow something safe to be rigged up for future use.
