If that means that it receives a complaint about a solicitor it should investigate it.
What it shouldn't do is say "oh, we need to fill the quota this month for [insert arbitrary racial definition here] so you can't investigate that complaint about corruption/malpractice etc as it wouldn't be fair to all the others".
Can you imagine if the Police investigated crime in this way? "Oh I'm sorry, we've arrested too many [insert arbitrary racial definition here] this month so we can't do anything about the fact you're bleeding to death from a stab wound because it would make our arrest figures disproportionate".*
* I bet someone will point out that this actually happens. I am thus prepared for angryness.
