Libra still not close to completion

Back in November I mentioned the 16 year old Libra IT project which has been hanging around like a bad smell for far too long. There was talk before Christmas that there may be an a completion date for it soon, sadly that doesn't now seem likely. What's more, apparently no one actually knows just exactly how much the project has cost to date.
