Indeed yes. Apparently it says so in Anthony Seldon's new book (serialised in the Mail on Sunday). According to Seldon, just after the local elections in 2006, Gordon failed to force his neighbour Tony out of office.
When he returned to the Treasury from a radio interview, Ed Balls became furious with him and said "you bottled it". Brown et al have of course denied that any of this happened, and are claiming that Blairites are using the book to destablise the Government.

Our country has been run for a decade by a man who never made a decision without passing it by a focus group and a man that just can't make important decisions.
And we wonder why we're in such a mess.
