Teaching the Chinese Government

Did you know we had a special Emergency Planning College as part of the Civil Service? Oh you did? Well bully for you, I didn't. Anyway, it seems we don't only train our own people up, but also other countries, in particular we won a contract and trained a Chinese Government delegation "in civil protection and public safety in advance of the Beijing Olympics". This may or may not be what the first lesson looked liked.
