This is the scenario that happened in the US House of Representatives when the Democratic Chair struck the gavel down and said a vote was over, and declared the result before being given the actual tally which showed the result in the other direction. The Republican whip was not amused and a number of Republicans walked out, quite rightly, in protest.

Democrats attempt to rig vote in House of Representatives
Could you imagine what would happen if Michael Martin, the Speaker of the House of Commons declared the result of a division before the tally had actually been counted and handed over to him? Could you imagine what would happen if the declared result by the Speaker came down in favour of the Labour Party and Government even though when the lobbies had been counted the Government had in fact lost?

The Republican whip was not amused and a number of Republicans walked out, quite rightly, in protest.

Our democracy is only held together by spit and string, it wouldn't take much to abandon it altogether.
I think you will find that the Democrats learnt this tactic off the Republicans.
I forget when it was, but remember it was a military funding bill where the Republicans pulled this stunt off.
So more a case of what's good for ...
Happens all the time in the European Parliament.
