The beer garden at the back of The Enterprise is quite small; room enough for about 10, but not the 40 or so who might otherwise wish to drink and relax there.
Can see large groups drinking outside on the pavements as something which would be a nuisance, but can't help thinking that it's more to do with offending Islamic sensibilities by confronting them with Brits imbibing alcohol.

Pavements blocked by summer drinkers are a bloody nuisance and (if pedestrians forced into the road) possibly dangerous.
Puritanism. The deep-seated fear that someone, somewhere is enjoying themselves.
Can a council simply deem something to be illegal for it to become illegal?

It's pretty outrageous though. Are you allowed to stand outside on the street if you aren't drinking?
