Why did Evian do it?

I've just seen a new advert for Evain* mineral water that has lots of naked babies swimming in it. In a rather surreal moment it suddenly became apparent that these naked babies had been action man'd do had no genitalia. It looked horribly weird and rather freakish to be honest.

So why did they do it? Why not just make the babies have swimming trunks on instead of effectively mutilating the human form in such a way that it looks freakish? I've also found myself wondering whether, Nirvana's Nevermind album would be released today or not given its cover?
* I have always enjoyed the fact that Evian is "naive" backwards.

Perhaps they did not wish to publicise what babies might do whilst swimming in an advert for drinking water.

Plastic pants were introduced later on. Earlier models didn't have them.

At the age of 4, sharing a bath with his not quite 2 yr old brother, my son still delights in drinking bath water. Maybe there is something to Evian message. I mean, if they are hinting that their “colonel’s secret ingredient” is actual baby piss, and we continue to drink their product...
