Data Protection breaches at Hilary Benn's department?

Grant Shapps didn;t just restrict himself to questions about property yesterday. He asked a number of department, Wales, Scotland, Northern Ireland, International Development, DTI and the DCMS, how man times they had been found to be in breach of the Data Protection Act in the last five years.

Happily they all said they hadn't withthe exception of one. The Department of International Development, rather than saying "never Guv'" instead said,
The definition of ‘found to have been in breach’ can be broad. Depending on their nature, breaches by Government Departments of the Data Protection Act 1998 can be dealt with by the Information Commissioner, by the courts or by Departments at an informal local level. The information requested is not held centrally and could be provided only at disproportionate cost.
So that's a "yes but we're rather embarassed about it actually, please stop asking questions" I guess.
