Spot the Disingenuity?

What a sneaky response,
Mr. Heald: To ask the Chancellor of the Exchequer how much his Department spent on advertising with The Guardian newspaper, including online advertorials and advertising features, in the latest year for which figures are available.

John Healey: There has been no expenditure recorded on advertising with The Guardian newspaper in 2005-06 by HM Treasury.
I imagine that HM Revenue and Customs spent at least a little bit of some money advertising in lots of papers (not just the Guardian). Technically though it's not the Treasury, but practically we all know it is.
