According to today's Times Sure Start scheme managers have been told to monitor the class and ethnic mix of their users and act accordingly if they do not represent the local community makeup.
Apparently it's the middle classes who are to blame for the Government's "greatest achievement" failing to address those on low income. Good old fashioned class warfare huh? If the kid has nice clothes they must be middle class, ergo wealthy, ergo scum.

Dizzy, my experience is the opposite in Cambridge, they had quite run-down premises and were targeting the council estates.
This has been going on for ages. I have a friend whose job it is to monitor the ethnic mix of nurseries and recommend withdrawal of funding as appropriate. She despises her job, but votes Labour to retain it. And unless I have misunderstood Dizzy's post, it is not the opposite of what Ellee describes.
